40. Your 20 April 10, 10 a.m. and 21 April 10, 11 a.m.46 Export Line management assures Department that Exilona will wait at Izmir until prisoner’s arrival late Friday afternoon. You should therefore make necessary arrangements to have prisoner proceed by that vessel.
A new Presidential warrant has been issued naming Berry and the master of Exilona, W. Habel, as agents to receive prisoner’s surrender. You should prepare certified copies of warrant reading the same as that repeated in Department’s 34 April 6, 6 p.m.,47 except that it should be addressed to Burton Y. Berry and W. Habel and the date at the end of the document should read “tenth day of April” instead of “fifth day of April”. This new warrant supersedes that issued to Berry.
The Export Line is obtaining information as to the dates of the vessel’s call at Sicilian ports and at Casablanca and necessary instructions will be sent looking to prisoner’s unmolested passage through those ports.
However it is suggested that it would be well to take appropriate steps to discourage communication between prisoner and attorneys or agents who might desire to place obstacles in the way of prisoner’s return to United States. Of course such steps should not involve forceful conflict with procedure having color of sanction in local law.
Department’s 20 April 6, 1 p.m. to Ankara47 authorized Berry to draw for necessary traveling expenses himself, Crane48 and prisoner. Upon receipt of anticipated bill of expenses from Turkish Government telegraph details to Department and instructions will be issued to you regarding payment.
