29. The Turkish Government has granted the extradition of Samuel Insull and the Department is now contemplating having him sent to Alexandria via the Turkish Mail Line vessel which leaves Istanbul on April 10 and passes through Piraeus on April 12. Please obtain a definite assurance from the appropriate Greek authorities that they will permit Insull’s passage through Greek territorial jurisdiction in the custody of a duly appointed agent armed with a Presidential warrant.
