20. Department’s 8, March 29, 11 p.m. Extradition treaty will be ratified promptly but we are proceeding regardless of treaty under article 9 of penal code which enables Government to grant extradition in proper cases. Government propose as measure of courtesy to the United States to accept cabled documents. I am now preparing and will transfer them to Istanbul court before which Insull will be taken. I am asking for extradition and anticipate that court will grant it.
