18. Turkish Government consents definitely to arrest and detain Insull on receiving from me certified copy of complete text of (1) warrant of arrest and (2) judicial record. These must be cabled in full to reach me Friday.40 Meantime Government will endeavor to detain Insull’s ship until Saturday morning, being powerless to proceed with arrest until documents mentioned are in hand.
