130. Foreign Office states informally that it had received word through the I.F.C. of the Greek Government’s decision outlined in the first paragraph of the Embassy’s 102, March 7, 1 p.m., but that no official reply had yet been made pending the result of semiofficial negotiations now progressing to clarify the French position. It stated further that its official reply, when made, would stipulate that the American loan be included in any arrangement for partial service payment on foreign debt.
