The Attorney General (Cummings) to the Secretary of State

My Dear Mr. Secretary: Your communication dated October 10, 1934 (Le 611.6212/56), enclosing a memorandum from the German Embassy, dated September 22, 1934,44 with enclosures regarding an exposition sponsored by the American Jewish Congress to be given in the Grand Central Palace in New York City, was received and considered.

For your information, this Department reached the conclusion that [Page 456] the mere holding of this exposition and the provision in the exhibitors’ contracts requiring them to agree not to exhibit any German merchandise did not furnish a basis for action by this Department under the Federal antitrust laws.
