The German Embassy to the Department of State

[Translation]

The German Embassy has the honor, pursuant to instructions from its Government, in conformity with Article 31, Paragraph 2, of the Treaty of Friendship, Commerce and Consular Rights between the United States and Germany of October 14, 1925,41 to inform the Department of State that the German Government intends to bring about changes in the provisions of Article 7 of the aforementioned treaty. As has already been repeatedly stated to the Government of the United States, Germany is ready at any time to engage in negotiations concerning the future shaping of German-American commercial relations.
