Commercial Attaché may say that the Trade Agreements Act of 1934³⁷ gives the President power to modify existing tariffs only in connection with reciprocal trade agreements and that unless the barter arrangement under reference took the form of a trade agreement there could be no lowering of duties on items mentioned.

As you know, no trade agreement with Germany under immediate consideration.
