Dear Mr. Phillips: Some weeks ago Mr. James D. Mooney, President of General Motors Export Company, and I discussed with you the possibilities of an exchange of certain of our products for certain German products. The purpose of this note is to advise you that these negotiations have been resumed, and you will probably hear of them through the German Embassy within the next few days.
I shall be glad to discuss with you any details and keep you fully informed.
