92. Your 141, July 13, 6 p.m. The note sent you by Billow yesterday, despite its friendly tone, indicates that the German Government has not altered its basic position in any essential. In particular, it still makes payments under the original contracts dependent upon new commitments, to be made not by the original holders but by this Government, and its conception of equality of treatment is only predicated upon substituted obligations of a different character from the original obligations. In the circumstances, I feel that you should without delay present the aide-mémoire contained in our 90, July 12, 10 p.m., with the following modification:

Please omit entire paragraph 5, beginning “it would be unwise” and ending “rapidly grow in intensity”,
