385. The next meeting of the Governing Body of the High Commission for German Refugees is to be held in London on November 2 and 3. Inasmuch as it is the practice of this Government to be officially represented at these meetings and as it is impracticable to send anyone from here on this occasion, I should appreciate your acting as American representative at the coming London meeting. Though it is understood that in the case of certain other States representatives of high diplomatic rank have attended Governing Body meetings, it will doubtless suffice if you present yourself at the opening of the first session, thereafter leaving attendance to Johnson or any other member of your staff that you choose to designate to report the proceedings promptly and accurately. Written instruction follows.15
