41. We have been giving careful consideration to certain of the suggestions you expounded orally in Washington for improving Franco-American relations, but feel that they do not sufficiently take into account the sentiment existing in this country with regard to many of the French trade policies and particularly to the French Government’s failure to push the ratification of the double taxation treaty. It would therefore be of interest to receive any intimations you may be able to give as to French intentions in this matter.
