Reference Department’s telegram No. 30, April 24, 5 p.m., De la Rue informs me that he has never given the impression to accused’s [Page 792] attorney that he would participate in any settlement negotiation and specifically referred the attorney to the Haitian Government for any such discussion. He takes the position, in which I concur, that it would be most improper for him to play any part in negotiations looking to a compromise settlement.
