The Minister in Ecuador (Dawson) to the Acting Secretary of State

25. My despatch No. 1063, July 14.1 I am informed by the Foreign Office that an agreement has been reached to the effect that 50 percent of the exchange arising from future Ecuadorian exports to France [Page 673] will be devoted to payment of sums due French nationals. The negotiations have been conducted in Paris and further details concerning arrangement are not yet available here.2
