The Minister in Bolivia (Feely) to the Secretary of State

93. Department’s telegram No. 36, September 22, 5 p.m. The law was promulgated on September 30th substantially as reported in my [Page 3] despatch 433 of September 14th,3 enclosure number 1, the amount of the tax under sections (e) and (f) of article 1 being definitely fixed at ⅕ of 1 percent per annum for 5 years.

The British Chargé d’Affaires is today officially informing the Bolivian Government that the British Government presumes British individuals and corporations will be exempt from the provisions of the law under the terms of article 9 of the British-Bolivian treaty.4

I am of the opinion that under the principle of equality of treatment, American corporations and individuals should enjoy the same exemptions that may be granted to other nationals.
