23. Minister of Foreign Affairs requested me this afternoon to inform you that President Ubico feels the Cuban situation is exceedingly [Page 394] grave principally because of communistic tendencies. Consequently, he is of the opinion that American intervention is essential to preserve order and insure establishment of constitutional government.
