The Ambassador in Cuba (Welles) to the Secretary of State

65. Dr. Ferrara leaves today for London as Chairman of the Cuban Delegation to the World Economic Conference. During his absence the Secretary of State ad interim will be General Alberto Herrera until recently Chief of the General Staff of the Cuban Army and last week appointed Secretary of War and Marine in President Machado’s Cabinet.
President Machado at present favors General Herrera as the candidate of the Liberal Party for the Presidency in the next national elections. Dr. Ferrara has assured me that he himself will return to resume the Secretary ship of State not later than the first week in July and that the President has no intention of appointing General Herrera to replace him permanently in that office.
