15. I am reliably informed that the various groups of Cuban Oppositionists in Miami are completing plans for the formation of one united committee of the Opposition under the presidency of Carlos Mendieta. Those joining in this movement include Menocal and his lieutenant, Fraga; Hevía and Mendez Peñate of the Unión Nacionalista; Gómez who has gone to Miami from New York and his supporters, Tapía and Espinosa, and also Mendez Capote and San Martín. Negotiations are now being carried on to include in this committee representatives of the A B C and of the students in Habana.
