34. Your 75, September 7, 3 p.m. Please cable further details concerning proposed capital levy. Does it apply to Bolivian as well as foreign capital? Does contemplated method of collection appear to involve article 3 of our treaty with Bolivia2 or does your reference to “existing treaties” include treaties between Bolivia and other countries?
