64. Department’s 63, July 12, 6 p.m. In conversation with me today Olaya4 expressed great interest in proposed commercial treaty and promised complete cooperation. He presumes desire of the Department is to negotiate specialized trade agreement (not merely general treaty of commerce), in which case he would like to send one or more technical advisers to assist Lozano. He asks when the Department desires conversations to begin.
