45. Government has under consideration new proposal affecting adversely, probably by indefinite moratorium, 60 peso charge and restoring old export tax for benefit of Government finances. New proposal may affect foreign interests more seriously than former proposal referred to in despatch No. 1377, February 8th52 and other communications on the same subject. I have already talked with the Foreign Minister and as before am using my good offices to prevent an open break.
