Referring to my telegram No. 109, December 9, 1 p.m. In an interview with the Acting Minister for Foreign Affairs today, he appeared anxious to work out some plan which would give us satisfaction. As usual the great difficulties to Chile were pointed out but for almost the first time the Foreign Office evinced more than a merely negative attitude. We are to discuss tomorrow technical features.
