Your 94, April 12, 6 p.m. In a further talk with Lester this morning he explained that whereas Colombia had been willing on February 25th to accept the suggested method of conciliation and negotiation the suggestion had been turned down by Peru. In the meantime the Council had taken a clear-cut decision on March 18th and had recommended Peruvian evacuation of the Leticia territory unconditionally. Thus Colombia is in a much stronger legal and moral position now than before the Council’s action. I am also inclined to believe after the conversation with Lester that the former bilateral agreement in which the suggestion was offered is distasteful to Colombia.
