44. My telegram No. 41.66 Bolivian Minister told Cruchaga yesterday under instructions from La Paz that his Government is not disposed to modify in any way conditions laid down in its reply. Cruchaga said that if this position was maintained in formal reply to the neutrals and to the neighboring states he would be ready to cooperate in some drastic measures to persuade Bolivia to accept arbitration presumably by embargoes.
