6. Department’s telegram No. 4, January 10, 1 p.m. Paraguayan Minister states Chilean message was received at the Foreign Office [Page 250] this afternoon. Polo has shown that Peru is consulting Chile primarily, wished neighboring countries to act together and in support of Commission of Neutrals. Further report tomorrow. Paraguayan Minister doubtful whether armistice can be arranged unless Paraguayan gains assured to her meanwhile.
