33. Your 47, December 28, 9 a.m. Unless the Delegation was definitely instructed by the Secretary to sign the general nationality convention it is suggested that Weddell and you withhold your signatures thereto until the Department has more complete information concerning its provisions.

The Department’s telegram No. 104 of December 19, 10 p.m., authorized the signature only of the Convention on Nationality of Women forming Topic 8 of Agenda. The Department has issued no instruction to sign the general nationality convention forming Topic 6f of agenda.
