The British Embassy to the Department of State
Aide-Mémoire
In reply to a question put yesterday in Parliament enquiring as to the present position and prospects in regard to the embargo imposed by His Majesty’s Government in the United Kingdom on February 27th on the export of arms and ammunition to China and Japan His Majesty’s Principal Secretary of State for Foreign Affairs [Page 226] replied as follows: “There is no indication of universal agreement. This leaves this country in a situation which cannot be allowed to continue; and this is the first matter which will be taken up by the Prime Minister and myself at Geneva this week”.
