The Acting Secretary of State to the Diplomatic Representatives in Costa Rica, Guatemala, Honduras, Nicaragua, and Panama
Please cable reaction in country to which you are accredited to manifesto of Martínez published in Salvador on June 826 in which he stated that he intended to remain on in power for the remainder of the constitutional term, that is until March 1935, and that the other Central American and foreign countries were maintaining the best of friendly relations with his Government in spite of lack of recognition. Department does not desire you to discuss this question with Government authorities but only to cable your own impressions.
