Minister Pacheco called to inform me confidentially that principally to further his own prestige in Central America he is endeavoring to secure permission from President Jiménez to proceed to Guatemala to confer with President Ubico for the purpose of calling a conference of emissaries from the co-signers of the 1923 Treaty of Peace and Amity with a view to forthwith denouncing the treaty and recognizing the Martínez régime.
