14. Supplementing my 12, September 29, 7 p.m., Drummond informs me privately that Council Committee met this morning and decided to take action in the sense reported in my first paragraph and are sending a telegram addressed “President of the Commission of Neutrals, care State Department, Washington.”

Drummond states that this will be held confidential until 12 o’clock tomorrow, Geneva time, when it will be released.

Drummond emphasized again that Council committee is animated by the desire of being helpful and cooperative with the work of the Committee of Neutrals.
