The Consul at Amoy (Franklin) to the Acting Secretary of State

For the Minister. Referring to my telegram of April 30, noon,50 and previous. Consular body has considered request of Municipal [Page 506] Council, International Settlement, Kulangsu for reenforcements from the ships of various foreign powers represented in this port sufficient to cooperate with the Municipal Council in preserving peace and order and agree that present danger force inadequate to ensure safety to life and property in Settlement. Municipal Council’s request has been forwarded to senior naval officer present and also to our respective naval representatives. Consular body would be glad if we consider the question of landing a party of men from the ships sufficient to cooperate with the police in preserving peace and order, emphasizing the point that the landing of reenforcements now asked for is merely in the nature of a precaution towards protection against disturbances in Settlement.
Americans and foreigners on the mainland at Sungsu evacuated at 2 o’clock this morning by American and British naval forces owing to suspicious groups of men seen approaching that place. Kulangsu and Amoy quiet.
