Your April 29, 3 p.m. Action taken by Adams as indicated in paragraph 5 of your telegram under reference appears logical but Department is not in a position to comment intelligently upon details in connection with the prosecution of the Baker case. Department, however, feels that it would be dangerous to base any action upon the assumption that bandits’ statement concerning Baker’s illness is untrue. Department trusts that Andrew will find it possible to investigate and proceed with negotiations without delay.
