[Received August 12—10:10 a.m.]
938. 1. My 927, August 10, 3 p.m.24 Koo informs me that the Young Marshal has resigned and that his resignation has been accepted. He states that resignation of Young Marshal will have no effect upon peace [of] North insofar as forces heretofore commanded by the Marshal are concerned as they will be turned over to a military council.
2. Koo believes that political situation at Nanking will be cleared up by a reorganization. He does not think Wang Ching-wei will return.
