He authorizes me to say that in case occasion should arise for repeating and emphasizing the view which you expressed, you may discreetly and in confidence make known in appropriate quarters that it is his considered view that the greatest potential usefulness of the report will be achieved in the field of statement and analysis of facts, complete, unbiased and thoroughly objective.
