Mr. Hsieh Chieh-shih to the Acting Secretary of State

Minister of Foreign Affairs at Changchun has the honor to inform that government of state of Manchuria desires to adhere [to] International Radiotelegraph Convention of Washington87 and general and additional regulations annexed thereto. For participation in the expenses International Bureau Manchuria requests assignment in 6th class. Please telegraph date of notification of this adhesion to the contracting states according to article 9 of this convention. Minister Foreign Affairs Changchun.88
