The Minister in Switzerland (Wilson) to the Secretary of State
[Received March 4—2:40 p.m.]
52. In first stage afternoon meeting of the General Commission of the Assembly45 conflict was precipitated on the question of fact concerning the cessation of hostilities and proposal made that the qualified military authorities of the principal interested powers should be instructed to report immediately as to the facts. Simon, Boncour and the Italian representative agreed so to do. If you approve please send instructions to Shanghai immediately and notify me. Also furnish me, as urgently as possible, any reply received for transmission to the Secretary General.
Should the military authorities decide to cooperate in one report I suggest appropriate instructions be sent to our representative. Naturally I have made no commitment on this subject.
