The Ambassador in Japan (Forbes) to the Secretary of State

80. I have conferred with the British and Italian Ambassadors and communicated with the French Ambassador in regard to your telegram No. 62;6 and they, under their instructions, do not feel either a joint visit or identic note feasible. They are calling individually on the Minister. I have accordingly left a memorandum with the Foreign Minister in writing in accordance with your instructions, as near as we could make it word for word a copy of which will be sent by mail. The Foreign Minister received me and stated that the representations of the United States would receive his most careful consideration and that [Page 451] he would refer the matter immediately to the proper department and let us hear from him later.
