The Consul General at Shanghai (Cunningham) to the Secretary of State

65. Japanese Consul Iguchi stated tonight that the Consulate General expected momentarily from Tokyo terms of an ultimatum requiring the immediate cessation of hostilities and withdrawal on the part of Chinese Army; that the Japanese Consul would immediately deliver same to Mayor and Japanese Army commander to Chinese Army commander. Iguchi opined that the ultimatum would be delivered tonight and 24 [hours?] would be given for compliance.
