27. Sweetser informs me that at a private meeting of the Twelve today a legal argument prepared by the Japanese was considered. The argument endeavors to show that China has no legal right to summon the Assembly.
[Page 371]The memorandum was referred to a special committee of jurists who will subsequently report to the Twelve.
The objections would not seem to be taken very seriously by the members of the Council.
