52. In view of the probability that disturbance Shanghai-Nanking Railway zone as a result of the present hostilities at Shanghai I have again today advised that American women and children and such men as can be spared evacuate from Chinkiang and Chaotou [?]. Shanghai has already advised all Americans at Soochow and Wusih to evacuate. United States ship Bulmer is at Chinkiang to assist Americans evacuating from or through that port.
