Memorandum by the Under Secretary of State (Castle)

The German Ambassador asked me about the latest news from Shanghai. I gave him an outline of what we had and told him that, at the moment, Ave were merely considering most seriously what should be done next. He said that he felt the note of January 7th was very important and that he should think that might be carried a little further. He said he was sure that his Government would consider refusal to recognize treaties resulting from the operations of Japanese forces as a real step in advance in international law. I said I was glad to hear him say this as some such move might conceivably be a [Page 290] wise thing, that I felt a world wide front along these lines would certainly affect Japan, if anything could.
