58. The Military Attaché has been informed by the General Staff office that it has been decided that the 9th Division which has been under preparation for departure is to leave for Shanghai. He was further informed that in view of movements of the Chinese fugitive soldiers in the vicinity of Harbin it has been decided that the 2d Division [Page 269] remain there for the time being until peace and order are restored, the other troops to return to their original stations as soon as possible.
