The Commander in Chief, United States Asiatic Fleet (Taylor), to the Chief of Naval Operations (Pratt)51

Japanese posts and patrols have been withdrawn from British and American sectors. This gives control of mills and prevents their use to display panels for aircraft and eliminates danger which Chinese feared of flank attack. This greatly eases situation. Woosung forts again under bombardment from cruisers and destroyers. No planes in evidence. Weather unfavorable.
