The Minister in China (Johnson) to the Secretary of State
[Received February 3—7:45 a.m.]
My February 2, midnight. Minister of Foreign Affairs handed me this morning a further note, dated February 3rd which reads as follows:
“Excellency: Referring to my note of yesterday’s date replying to the ‘Proposal of the powers for cessation [of] conflict,[’] I have the honor to add that, inasmuch as the powers are vitally interested in the situation in the Far East, not only in the general interest of peace, but in the interests of the sanctity of international agreements guaranteeing the sovereignty, independence and territorial and administrative integrity of China to which they are parties, the National Government of China earnestly hopes that the powers should be present in the forthcoming negotiations as participants rather than as observers.
