Japanese Consulate General states that at 5:30 a.m. today when three Japanese destroyers [were?] passing Woosung forts on the way to Sasebo they were fired upon by forts. Fire was returned. Japanese Consulate General states Japanese arranging to occupy Woosung forts.
Repeated to the Legation and Nanking for information.
