The Consul General at Shanghai (Cunningham) to the Secretary of State

Shanghai, February 1, 1932—1 a.m.

Japanese Consul General has just informed me that the Chinese has [have] begun attack on the Japanese positions. Chinese Mayor reports that Japanese started attacking at 11:30. Truce no longer obtains. Rush supplemental naval forces.

Repeated to the Legation and Nanking.
