Wilson’s 20, October 5, 5 p.m. The appropriation for participation in an “international monetary conference” was adopted in amendment of the Executive’s recommendation for one for “an international economic conference” after a considerable debate in which several leading Senators favored the substitution as a limitation on the President’s possible action.20 “Monetary and Financial Conference” appeared to be definitely adopted at Lausanne, in the Council resolution, and other League and international documents. In all the circumstances the apparent change omitting “monetary” may excite embarrassing congressional criticism.

Quiet reestablishment of “monetary” at suitable opportunity would appear desirable. In the meantime Department will consider title unsettled.
