From Secretary Mills. “May 20th is about the date for sending notice that payment is due June 15th and hence was fixed as date by which Treasury should know whether agreement is signed or payment must be requested. The exact date is not so important, but it is imperative that agreement be signed this month and that we be informed at once the reasons for delay. Understand that other countries are waiting on England and have informed us that the matter has been left by the powers concerned in the hands of the British Government as negotiator and spokesman. May I repeat we consider this most important”.
