The Chargé in France (Armour) to the Secretary of State

365. Department’s telegram No. 213, June 7, noon. Although I had already called at the Foreign Office on Monday44 for the express purpose of again stressing the importance of obtaining the French signature to the Hoover year debt postponement at the earliest possible date, upon receipt of your telegram I called at the Foreign Office again this morning and urged that the matter be pressed in every feasible manner. I was assured that everything possible was being done and that both the Finance Minister and Herriot himself expected the necessary authorization to be telegraphed to Claudel before Saturday.
I understand that Herriot is planning to be in Geneva on Monday June 13 and that Germain Martin, the Minister of Finance, will be leaving early next week for the Lausanne Conference. In view of this I feel that there is every reason to believe that we shall have a definite decision by Saturday. However, I shall continue to keep in close touch with the Minister for Foreign Affairs and Finance Ministry here and keep the Department fully informed.
