Your 82, September 14, 3 p.m. As you are aware, the naval conversations with the British76 were postponed at Sir John Simon’s request and no definite date for their commencement has as yet been fixed; nor have we had any conversations to date with other naval [Page 329] powers. We have, of course, been giving consideration and study to the naval problem as it was left standing upon adjournment of the Conference and assume that the other naval Powers have been doing the same, thus preparing themselves for an early initiation of intergovernmental conversations.

We suggest that you consult with your British colleague and prepare an identic answer to be made to Henderson.

Norman Davis will be prepared for a preliminary exchange of views with Simon early next month. He plans to sail on the Europa September 25 (not on the Leviathan September 20 as he had previously telegraphed Simon). Admiral Hepburn and probably Dulles will follow a few days later.
